前言
汶川地震表明，嚴(yán)格按照現(xiàn)行規(guī)范進(jìn)行設(shè)計(jì)、施工和使用的建筑，在遭遇[b當(dāng)?shù)卦O(shè)防烈度高一度的地震作用下，沒有出現(xiàn)倒塌破壞，有效地保護(hù)了人民的生命安全n 說明我國(guó)在1976年唐山地震后，建設(shè)部做出房屋從6度開始抗震設(shè)防和按高于設(shè)防烈度一度的“大震”不倒塌的設(shè)防目標(biāo)進(jìn)行抗震設(shè)計(jì)的決策，是正確的。
根據(jù)建設(shè)部落實(shí)國(guó)務(wù)院d汶川地震災(zāi)后恢復(fù)重建條例戶的要求，依據(jù)地震局修編的災(zāi)區(qū)地震動(dòng)參數(shù)的第 1號(hào)修改單，相應(yīng)變更了災(zāi)區(qū)的設(shè)防烈度，并擬增加部分條文的修訂，合計(jì)改動(dòng)28-29條，其內(nèi)容統(tǒng)計(jì)如下：
1 災(zāi)區(qū)設(shè)防烈度變更，涉及四川、陜西，甘肅，共3條�！ �
2 材料性能按產(chǎn)品標(biāo)準(zhǔn)修改，2條，其中有強(qiáng)制性條文1條．
3.強(qiáng)制性條文15條．原有條文的文字調(diào)整6條，主要涉及設(shè)防分類和建筑方案設(shè)計(jì)；刪去關(guān)于隔震，減震適用范圍限制的規(guī)定1條；新增涉及結(jié)構(gòu)構(gòu)件基本要求．預(yù)制裝配式樓蓋，山區(qū)場(chǎng)地．非結(jié)構(gòu)構(gòu)件，樓梯間．專門的施工要求8條．
4 其他修改8~9條，涉及坡地、單跨框架，土木石民居構(gòu)造措施，以及樓梯參與整體計(jì)算等．
